Office Memorandum

Subject: Revision of Pension of Pre-2016 pensioners – Stagnation Increment regarding

The undersigned is directed to say that in pursuance of the decision taken by the Government on the recommendations of the 7th CPC, orders were issued vide this Deptt’s OM of even number dated 12.5.2017 for revision of pension/family pension in respect of pre-2016 pensioners/family pensioners by notionally fixing pay in the pay matrix recommended by the 7th CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which the Government servant / pensioner retired/died.

Concordance tables for fixation of notional pay / pension of pre-2016 pensioners were issued vide this Department’s OM of even number dated 6.7.2017.

2. References/representations have been received in this Department seeking clarification on the applicability of the OM dated 7.9.2016 for the purpose of notional pay fixation and revision of pension of pre-2016 pensioners and family pensioners w.e.f. 1.1.2016.

The matter has been examined in consultation with the Ministry of Finance (Department of Expenditure). It is clarified that the benefit of additional increment has been granted to those officers who were serving as on 1.1.2016. Those who retired/died before 1.1.2016 are, therefore, not eligible for increment after retirement for the purpose of pension.

3. This issues with the approval of Department of Expenditure vide their I.D. No.1(3)/V-V/2018 dated 4.9.2018 and 1.D. No.1(3)/V-V/2018 dated 28.11.2018

Employment on the basis of false/fake caste certificates

EMPLOYMENT ON THE BASIS OF FAKE CASTE CERTIFICATES

Complaints are received from time to time regarding employment in Government Ministries/Departments on the basis of false/fake caste certificates, which are normally forwarded to the concerned Ministries/Departments for appropriate action.

Department of Personnel and Training’s Office Memorandum of 19.5.1993 provides that wherever it is found that a Government servant, who was not qualified or was ineligible in terms of the recruitment rules etc., for initial recruitment in service, or had furnished false information, or produced a false certificate in order to secure appointment, should not be retained in service.

If she/he is a probationer or a temporary Government servant, she/he should be discharged or her/his services should be terminated. If she/he has become a permanent Government servant, an inquiry as prescribed in Rule 14 of CCS (CCA) Rules, 1965 be held and if the charges are proved, the Government servant should be removed or dismissed from service.

The Government had undertaken an exercise to collect information about appointments secured on the basis of false/ fake certificates in the year 2018. In February 2018, Ministries/Departments were requested to collect information about appointments made on the basis of fake/ false caste certificates and follow up action taken thereon.

As per the information received, more than 700 cases of fake/false caste certificates have been reported by the Ministries/Departments, including in its attached and subordinate offices.

Out of these, in 68 cases, employees have reportedly been dismissed/terminated from service by the concerned cadre controlling authorities.

IRCTC News – Train 18 – NextGen Shatabdi

36 train set coaches has been planned to be manufactured during 2018-19 at Integral Coach Factory (ICF), Chennai. ICF has turned out one such rake of 16 train set coaches in October 2018 which was put on trials.

The Train 18 is a Semi High Speed Electric Multiple Unit Train sets with quicker acceleration and contemporary passenger amenities like on-board infotainment and GPS based passenger information system, CCTV, automatic sliding doors with retractable coach footsteps and zero discharge vacuum based bio-toilets etc.

The Research Designs and Standards Organization (RDSO) / Lucknow has carried out and completed the necessary performance tests on Train-18 which also includes mandatory safety checks.

The first Train-18 train is proposed to be introduced on Delhi-Varanasi sector.

The fares for this train have not yet been finalized.

Railways have fixed maximum fare throughout the year

Railways and Airlines are different modes of transport, which are not comparable in the terms of volume, connectivity as well as convenience. There is no fixed maximum limit of fare in Airlines whereas Railways have fixed maximum fare throughout the year.

Airline fare varies excessively depending on time of operation, stoppages, travel duration, Origin – Destination pair, carrier etc. Railways’ fare may or may not be higher than the air fare depending upon the class of travel as well as the peak or lean periods. It is the choice of the passengers to opt either Railway or Airlines for travelling as per their convenience.

Further, alternative train services on normal fare structure are available over Indian Railways on the routes of Rajdhani trains. Railway also serves a large number of passengers boarding/de-boarding at intermediate stations.

Moreover, over long distance sectors like Mumbai-Kolkata and Chennai-New Delhi, trains take around 26 to 28 hours for travel on these sectors while the same journey is done in 1.5 to 3 hours by air.

Passenger traffic over Indian Railways varies during peak, non-peak, festival seasons, special occasions and weekends etc.

Therefore, sometimes the trains run with higher occupancy (more than the berth potential) and sometimes during non-peak periods, some berths remain vacant. The percentage actual earnings during September 2016 to August 2018 (flexi period) in comparison to corresponding years (non flexi period) has increased by 17.32%.

Further, the average occupancy of all reserved accommodation including Rajdhani trains has increased from 101.15% (2015-2016: Non-flexi period) to 105.80% (2017-18: Flexi period).

Reference:- This office Circular No. 588 dated 20.10.2017, Circular No. 590 dated 06.11.2017, Circular No. 595 dated 25.01.2018 & Circular No. 606 dated
24.09.2018.

Reference is invited to this office Circulars mentioned above under which
implementation instructions regarding new PPO series and e-PPO have been issued.
2. The procedure of forwarding of e-PPO in respect of Armed Forces Personnel has been provided in ibid mentioned circulars. As in the new scenario of e-PPO, the same are being directly forwarded to the respective PDAs through SFTP mode as well as to the RO and Army HQrs (in case of Commissioned Officers).

Further, it is clarified that the identity of the pensioner/family pensioner has already been established at the time of first payment of pension. Therefore, respective ROs are requested not to forward the hard copy of Corrigendum e-PPO to the Banks & DPDOs where e-PPOs has already been transmitted by concerned PSAs through SFTP mode directly.

Banks & DPDOs are requested to act upon the Corrigendum e-PPO received through SFTP mode without confirmation from respective RO/Army HQrs whereas rest of the PDAs will act upon, on the basis of the copy of Corrigendum e-PPO as per the practice in vogue.

3. It is also observed that ROs are forwarding the descriptive roll to the concerned paying branch of the pensioner whereas descriptive roll is to be forwarded to the Concerned CPPC of the pensioner instead of concerned paying branch which causes delay during the first payment of pension.

Therefore ROs are requested to forward the descriptive roll alongwith e-PPO and undertaking for 151 payment as mentioned in Circular No. 606 dated 24.09.2018 to the Concerned CPPC of the pensioner.

4. All other terms and conditions shall remain unchanged.

5. This circular has been uploaded on this office website www.pcdapension.nic.in for dissemination across the all concerned.

HOSPITALS FOR SENIOR CITIZENS

Government of India is implementing National Programme for Health Care of the Elderly (NPHCE) with a view to provide dedicated health care facilities to the elderly people.

The programme is State oriented and basic thrust of the programme is to provide dedicated health care facilities to the senior citizens (>60 year of age) at various level of primary, secondary and tertiary health care.

The programme envisages establishment of 10 bedded geriatric wards at District Hospitals and Department of Geriatrics with 30 bedded geriatric wards at Government Medical Colleges/Hospitals sanctioned under the programme.

As on date, 599 districts of 35 States/UTs and 19 Regional Geriatric Centres (RGCs) in 18 States/UTs have been sanctioned to provide various health care services to elderly people under the programme.

The details of State-wise/UT-wise districts approved under NPHCE are given at Annexure-‘A’. The details of Regional Geriatric Centres are given at Annexure ‘B’.

In addition, this Ministry is supporting establishment of 2 National Centres of Ageing (NCAs) each in premises of All India Institute of Medical Sciences (AIIMS), New Delhi and Madras Medical College (MMC), Chennai.

The details of facilities being provided/to be provided at District Hospitals/Government Medical Colleges/Hospitals under NPHCE are as follows:-

District Hospitals:

  • Dedicated Geriatric OPD services, In-door admissions through 10 bedded geriatric ward, laboratory investigations and rehabilitation services.
  • Provide services for the elderly patients referred by the CHCs/PHCs etc and refer severe cases to tertiary level hospitals Regional Geriatric Centers (RGCs):
  • Provide tertiary level services for complicated/serious Geriatric Cases referred from Medical Colleges, District Hospitals and below.
  • Conduct post graduate courses in Geriatric Medicine. Each RGC to produce 2 post graduates (MD geriatrics) every year.
  • Providing training to the trainers of identified District hospitals and medical colleges
  • Developing/and updating Training modules, guidelines and IEC materials.
  • Research on specific elderly diseases.

National Centre for Ageing (NCAs):

  • High level tertiary care with 200 bedded facility for multidisciplinary clinical services involving medical and surgical disciplines.
  • OPD care in various clinical disciplines. Special clinics like memory clinic, fall and syncope clinic, frail elderly clinic, aids and appliances clinic, implants and cosmetic clinic.
  • Day care centre for : Investigations, rehabilitation, respite care, dementia care ,continence care
  • In patient care for: Intensive care, acute rehabilitation, diagnostic and therapeutic services, long term rehabilitation service. Human resources development in all sub- specialties of Geriatric Medicine
  • Conduct post graduate courses in Geriatric Medicine. Each NCA to produce 15 post graduates (MD geriatrics) every year.
  • Developing evidence based treatment protocols for Geriatric diseases prevalent in the country.
  • Special focus on care for 75+ aged population
