I am directed to refer to this Ministry’s letter of even number dated 26th February, 2018 on the above subject and to convey the approval of the competent authority to the payment of Highly Active Field Area Allowance for the areas as specified in Appendix to this Ministry letter No f(3)/2000/D(Pay/Service) Dated 18th Sept 2017.

2. This issues with the concurrence of Finance Division of this Ministry vide MoD (Fin) ID No. 5(19)/2001-AG/PA-Vol.II dated 6.3.2019

Subject : Inclusion of all allowances such as HRA, TA and SFA in calculation of Overtime Allowance (OTA) to employees of Ordnance factories as per the provisions of Section 59 of the Factory Act 1948

The undersigned is directed to refer to the representation of All India Association of Non Gazetted Officers of Ordnance and Equipment Fys and Quality Assurance Organisations, dt 04/03/2019 on the subject mentioned above and to say that the instructions on OTA issued by DoPT are not applicable in respect of Government servants who are governed by the Factories Act 1968. Hence the representation referred above is forwarded herewith to take necessary action.

2.3. ALLOWANCES : AN OVERVIEW AS PER 7th CPC.

(a) MAJOR FEATURES :

• Revision has been implemented w.e.f 01.07.2017.

• All slab based allces to increase by 25% for every 50% rise in DA.

• Rates of Children Education Allowance (CEA) and Hostel Subsidy increased by 1.5 times. CEA has been increased from Rs 1500/- per month/child (max two) to Rs 2250/- per month/child (max two). Hostel Subsidy has been revised from Rs 4500/- per month to Rs 6750/- per month.

• Family Accn Allce for JCOs/OR subsumed w.e.f 01.07.2017.

• HRA will be applicable to all ranks and CILQ abolished w.e.f 01.07.2017.

• Travel by air on TD for Level 6 and above. AC III/AC Chair Car for Level 5 and below.

• Siachen Allowance will be Rs 30,000/- per month for JCOs/OR (Level 8 and below) and Rs 42,500/- per month for officers (Level 9 and above).

Sub: Payment of Risk and Hardship Allowance to the important safety categories – inclusion of fresh categories within the ambit of Risk and Hardship Allowance -NFIR’s proposals-reg.

Ref: (i) Railway Board’s Order vide letter No. ERB-I/2019/23/09 dated 11/0/2019 and 20/02/2019.

(ii) Railway Board’s letter No. PC-VII/2019/I/7/5/1 dated 26/03/2019 addressed to GSA/NFIR.

(iii) NFIR’s letter No. IV/ NFIR/7th CPC (Imp)/Allowance 2076/Part II dated 08/4/2019 addressed to the Convener of EDs Committee & EDPC-I Railway Board and copy endorsed to the Members of the Committee.

Affiliates attention is invited to NFIR’s letter No. IV/ NFIR/7th CPC (Imp) Allowance 2016/Part Dated 08/04/2019 (10 Pages) wherein large number of categories for who Risk and Hardship Allowance is required to be extended has been covered.

Today the 1st Meeting of EDs Committee was held at Pragati Maidan (Railway Board’s Office) at 15:30 hrs in which NFIR President Shri Guman Singh participated. In the preliminary meeting, the Committee noted that NFIR has already sent its proposal covering large number of categories besides representations.

However, the Committee decided that the Federations may give further inputs/justification, covering remaining categories for whom Risk and Hardship Allowance is required to be granted. The next meeting of the Committee may take place during the 1″ week of May,2019.

The affiliates are, therefore, advised to please go through the contents of Federation’s proposal dated 08th April, 2019 and furnish categories if any, which are required to be included with proper justification for the purpose of proposing to bring them within the ambit of Risk and Hardship Allowance.

Affiliates may please note that they should avail this opportunity to give full details with regard to the element of Risk and Hardship involved in various other categories also so that fruitful deliberations can take place for preparing final report with positive recommendations for bringing all such categories within the ambit of Risk and Hardship Matrix according to the gravity of Risk and Hardship of each category.

The inputs/suggestions/proposals should reach Federation’s Office latest by 25th April, 2019, treating this as priority item. Adequate publicity should also be ensured on the contents of Federation’s proposal dated 08/04/2019 to the EDs Committee.
