LEAVE AND ATTENDANCE
Leave (i) Officers – Para-221

For
The grant of leave to the CGDA requires the sanction of the Ministry of Defence (Finance). For officers in the HAG + Scale, HAG and officers in the Senior Administrative Grade (other than those serving under Principal Controllers of Defence Accounts and equivalent-post), CGDA is the leave sanctioning authority. For SAG officers serving in the Factories organisation and Principal Controller of Defence Accounts Organisation, Principal Controller of Accounts(Factories) and Principal Controller of Defence Accounts are the leave sanctioning authorities.

Powers to grant leave to the IDAS Officers of the rank of Addl CDA/Joint CDA and below including Probationary officers, is vested in the Principal Controller / Controller of Defence Accounts except where substitutes are required.

The grant of leave to the CGDA requires the sanction of the Ministry of Defence (Finance). PCsDA/ CsDA posted outside HOrs. office may avail casual leave upto four days for herself/ himself and intimation in this regard shall be furnished to HOrs office as soon as possible. For SAG officers serving in the Factories organisation and Principal Controller of Defence Accounts Organisation, Principal Controller of Accounts (Factories) and Principal Controller of Defence Accounts are the leave sanctioning authorities.

Employees who are bona-fide voters and desire to exercise their franchise should, however, be offered reasonable facility, subject to normal exigencies of service, either by way of coming late to office or by being allowed to leave office early or a short absence on that day”.

Closure of Central Government Offices due to Independence Day Celebrations 2019

Closure of Office and Buildings surroundings R.P. Bhawan in connection with the function of Independence Day Celebrations 2019

Department of Personnel and Training (DoPT) published a detailed office memorandum on 2nd August, 2019 regarding the closure of office and buildings surroundings R.P. Bhawan in connection with the function of Independence Day Celebrations 2019.

The order said, the Anti-Sabotage Checks are required to be done in the buildings (as per list enclosed), before AT HOME FUNCTION at Rashtrapati Bhavan on 15.08.2019 evening.

These buildings will have to be vacated by 0900 hours on 15.08.2019, so that rooms are sealed after regular Anti-Sabotage checks are completed.

It has therefore been decided that the Government Offices located in the buildings in the list would be closed by 0900 hours on 15.08.2019 (Thursday).

Holidays for Central Government Employees during 2020

List of Holidays for Central Government Employees during the year 2020 – DoPT Orders dated 18.6.2019

The Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions has published a new list of holidays for Central Government Employees during the year 2020.

The office memorandum has to classes of table including list of holidays for the year 2020. One table described the list of 14 Compulsory Holidays and another is 12 Restricted Holidays.

The Co-Ordination Committee at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays are to be included in the list of restricted holidays.

Subject: Bye-Election to the State Legislative Assembly of Haryana (36 Jind) – Grant of Paid Holiday on the day of poll – regarding

The undersigned is directed to state that as informed by the Election Commission of India vide their letter No. 78/EPS/2019/512 dated 10.01.2019, bye-election to the State Legislative Assembly in the State of Haryana (36-Jind) will be held on 28.01.2019 (Monday).

2.In this regard, the guidelines already issued by this Department vide OM No. 12/14/99-JCA dated 10.10.2001 would have to be followed for the Central Government Offices, including industrial establishments in the concerned State.

3.The above instructions may please be brought to the notice of all concerned.
