Department of Posts has proposed to revise the Recruitment Rules for the post of Lower Selection Grade. As per DoP&T OM No. AB 14017/6/2008-Estt.(RR) dated 13.10.2015, the proposed amendment in the Recruitment Rules is being put up in public domain for 30 days i.e. on the website of India Posts for inviting comments from stakeholders. ra o

Notice

Subject: Amendment of the Recruitment Rules for the post of Higher Selection Grade-I & Higher Selection Grade-II.

Vide communication of even number dated 10th May, 2019, comments of stakeholders were invited on the proposed revised Recruitment Rules for the posts of Higher Selection Grade’I & Higher Selection Grade-II.

2. It is noticed that there are some inadvertent typographical error in the Schedule of Recruitment Rules for the post of Higher Selection Grade II in Railway Mail Service Wing. The error has since been corrected in the enclosed revised schedule.

3. As per DoP&T’s O.N{ No. AB-14017/6II-Estt.(RR) dared 13.10.2015, the proposed revised Il recruitment Rules for the posts of Higher Selection Grade-I & Higher Selection Grade-II are being put up in public domain, i.e on the website of India Post, for 30 days for inviting comments from stakeholders.

Sub: Upper age relaxation to Course Completed Act Apprentices(CCAAs) applying for Non-Gazetted posts on Railways.

Ref: Railway Board’s letter circulated under RBE No. 66/1990 dated 30.03.1990.

Attention is invited to Board’s letter under reference above laying down upper age relaxation given to Course Completed Act Apprentices (CCAAs) applying for level 1 (erstwhile Group ‘D’) posts on Railways.

2. The question of capping the upper limit on age relaxation given to CCAAs with reference to the duration of apprenticeship training has been under consideration of the Board.

It has been decided with the concurrence of the Training and Manpower Directorate that for recruitment where minimum educational qualification is ITI/CCAA, the upper age limit may be relaxed to the extent of apprenticeship training undergone by the candidates under Apprenticeship Act, 1961, subject to maximum of three (3) years.

3. These instructions will be effective from the date of issue and for the recruitment notification published under CEN RRC-01/2019.

Sub: Scheme of LDCE for filling up 20% vacancies of OS-IT and 13.33 % vacancies of Senior Clerk.

Attention is invited to RBE No.102/2005 vide which the 20% DR quota that was introduced for, inter-alia OS-II, was decided to be operated instead as an LDCE quota open to all Graduate serving employees with prescribed residency period.

The written exam (Railway wise) was to be conducted by RRB Vide RBE No.147/2006, the conduct of the exam was shifted from RRBs to respective Zonal Railways themselves. Vide RBE No. 110/2016, conduct of Senior Clerk LDCE (13.33% quota) was also handed over from RRBs to Zonal Railways.

The conducting of the OS-II and Senior Clerk LDCEs has however been centralized in each Railway so far, meaning thereby that vacancies of all Departments and all Divisions are clubbed together for a common exam and panel.

Railways have however, been raising this issue of centralized LDCE for these categories periodically, pointing out that with MACP in place, volunteers for OS-II and Senior Clerk LDCE are scarce due to the risk of inter-divisional transfer in a centralized panel scenario, which results in a number of vacancies remaining unfilled.

The matter has accordingly been reviewed in consultation with the Zonal Railways and it has been decided that the LDCE for both the OS-II and Senior Clerks may be decentralized, by holding the exam at the Divisional level by clubbing the vacancies of all the departments.

This decentralization will be in respect of Divisionally controlled cadres/ seniority units for these posts.

Subject: Framing/ amendment of Recruitment Rules for the post of Programmer in Cabinet Secretariat (Rashtrapati Bhavan) – reg.

Sir/Madam,
I am directed to say that in the wake of implementation of 7th Pay Commission’s recommendations and on the lines of DoP&T Model Recruitment Rules circulated on 30.05.2014, RRs for the post of Programmer in Cabinet Secretariat are being framed/ amended, as per guidelines circulated by DoP&T vide their O.M. No. AB.14017/48/2010-Estt. (RR) dated 31.12.2010.

2. DoP&T, vide their O.M. No. AB-14017 /61/2008-Estt.(RR) dated 13.10.2015, have mentioned that before referring any proposal for framing/ amendment in Recruitment Rules of any post in Ministries/Departments and their subordinate and attached office, the proposed amendments/revision in the Recruitment Rules would have to be put up on the website of respective Ministries/Departments for 30 days for inviting comments from the stakeholders.

Thereafter, taking into account the comments so received, the proposal would be sent to DoP&T, UPSC and Ministry of Law for finalization of the same.

3. In view of the above, all the stakeholders are requested to visit the website of Cabinet Secretariat and send their comments on the draft RRs for the said post of Programmer by post or via email at [email protected] within 30 days from the date of issue of this letter.
