Limits of gratuity increased. But it will be given as per eligibility of your service and pay basic pay. It is not given 20 lakhs for all.

2. Question on Income Tax
How much tax amount deduct from my blance due, when i take vrs from central government job after doing my 27yrs. Of job. Which amount is taxable.
Reply
There’s no tax deductible for retirement amounts. If your basic pay (upto retirement) & pension is more than 5 lakhs for the total amount in the next financial year, bank will deduct as per the income tax rules.

Subject: Implementation of Govt. Decision on 7th CPC recommendations on Risk Allowance – reg.

The undersigned is directed to refer to this Deptt’s O.M. of even no. dt. 07.03.2018 and reminders dt. 17.04.2018, 29.10.2018 and 16.11.2018 (Copies enclosed) vide which Ministries/Departments were requested to provide the details regarding number of employees eligible for Risk Allowance, estimated existing annual expenditure as per the existing rates and estimated annual expenditure if the existing rates are multiplied by the 2.25 factor as decided by the Government.

2. Despite reminders, this Department has received comments only from 26 Ministries/Departments which are – M/o Panchayati Raj, D/o Public Enterprises, Cabinet Secretariat, D/o Atomic Energy, D/o Agriculture and Cooperation, Inter State Council Secretariat – MHA, D/o Justice, DARPG, D/o Chemicals & Petrochemicals, D/o Food & Public Administration,

M/o Petroleum & Natural Gas, M/o External Affairs, D/o Rural Development, M/o Housing Urban Affairs, Secretariat of Vice- President, D/o Biotechnology, PMO, M/o Tribal Affairs, D/o Fertilizers, M/o Culture, M/o MSME, D/o Expenditure, M/o Earth Sciences, D/o Defence, D/o Space and Railway Board.

3. It is requested that the aforesaid data may be furnished to this Department in the format prescribed in O.M dt. 07.03.2018 (copy enclosed) at the earliest.

This may please be sent by 20-08-2019 failing which it may be presumed that the Ministries/Department have no information and the information will be treated as NIL.

Subject: Grant of Grade Pay of Rs.5400/- (7th CPC level 9) to Sr. Private Secretary on completion of 4 years of regular service in the Grade Pay of Rs. 4800/-

The matter regarding pay fixation on Grant of Grade Pay of Rs. 5400/- (7th CPC level 9) to Sr. Private Secretary upon completion of 4 years of regular service in the grade pay of Rs. 4800/- was taken up with MoF/DoP&T.

2. In view of the guidelines received from the Ministry, it is clarified that upon completion of four years regular service in Grade pay of 4800 (i.e. Level 8), SPS will be placed in Level 9 corresponding to Grade Pay of Rs.5400 at equal or next available cell.

Further, in case the official has been granted Grade Pay of Rs. 5400 between January to June he/she will be granted annual increment of July in that year in the Grade Pay of 4800 and will accordingly be placed under Level 9 at equal or next available cell.

3. An illustration to the above effect is given below for better implementation.

Mr. X promoted to SPS grade in April 2012 is drawing Rs. 53600/- in Level 8 as on 01.01.2016. Upon completion of four years in the Grade Pay of Rs. 4800/-, he becomes eligible for placement in the higher Level 9 corresponding to Grade Pay of Rs.5400/- w.e.f. 04/2016.

Since the same cell is not available in level 9, his pay will be fixed at Rs.54700/- i.e. the next available cell under Level 9 and he will continue to draw pay at the same rate upto 30.06.2016. Subsequently, upon pay will be fixed at Rs.55200/- (L-8).

However, as he needs to be placed in Level 9 i.e. higher pay level his pay will be fixed at 56300/- with DNI as 01/07/2017.

Necessary action may be taken accordingly.

There is widespread disappointment among the OT Assistants/Dressers on Indian Railways as the 7th Central Pay Commission’s recommendation for allotment of entry Grade Pay 2000 (pre-revised) on par with CGHS Hospitals/dispensaries has not yet been implemented w.e.f. 01/01/2016.

NFIR, therefore urges upon the Railway Ministry to take immediate follow up action for obtaining clearance of Ministry of Finance for introducing entry Grade Pay 2000 (pre-revised) in the Dressers/OT Assistants category in Railways with effect from January 1, 2016.

7th Pay Commission Fitment Factor and House Rent Allowance – No Change Therein is Envisaged

In written reply to a question in Rajya Sabha on 11th December 2018 , Minister of State for Finance Shri P.Radhakrishnan said no change in 7th CPC Fitment Factor and House Rent Allowance.

Increase in Pay Fitment Factor and HRA

“The fitment factor for the purpose of fixation of pay in the revised pay structure based on the recommendations of the 7th Central Pay Commission is 2.57 which is uniformly applicable to all categories of employees. As the same is based on the specific and considered recommendations of the 7th Central Pay Commission, no change therein is envisaged.

The Government vide Resolution dated 6th July, 2017 decided that HRA shall be revised to 27%, 18% and 9% of Basic Pay in X, Y and Z cities when Dearness Allowance (DA) crosses 25% and further to 30%, 20% and 10% of Basic Pay in X,Y and Z cities when DA crosses 50%.”

Cabinet approval on 7th CPC House Rent Allowance (28.6.2017) : HRA is currently paid @ 30% for X (population of 50 lakh & above), 20% for Y (5 to 50 lakh) and 10% for Z (below 5 lakh) category of cities. 7th CPC has recommended reduction in the existing rates to 24% for X, 16% for Y and 8% for Z category of cities.

hence second commutation will also restored after completion of 15 years from
the amount received if it is in 2007 it will recovered in 2022.

Those completing six month or more period of duty/service on a given
stage under 6thCPC before 30th june are also eligible for increment on 1st
July.Under6CPC employees retired on 30th June may fall into two
categories-those who got their last increments exactly one year back but
retired on 30th June. Second category include those retirees who got
promotion to higher post between 2nd July and 31st December and have thus
completed 6 or more months making them eligible for next increment on 1st
July immediately following the date of their retirement on 30June,the
preceding day. Further it added that under FR26(a) all duty on time scale
counts for increment in that time scale. Since Fundamental Rules are framed
under article 309 of the Indian Constitution, no authority in administration
can deny the benefit of his/her duty as government whether it is given to
employees on actual basis or to retirees of 30th June on notional basis. This
is the position of FR26 since 1967.Unfortunately under government the date of
increments remained changing in the past The peculiar case came only when
under 6thCPC a uniform date of increments is fixed as July 1st.The position
of qualifying Duty/service under FR 26 for increment rendered by retirees of
30thJune deserves favourable clarification for grant of increment on July
1st. Government must come forward with speaking decision as to how it intends
to give the reward of services rendered to government. It is done for the
employees who are continuing in service but how can a government forfeit the
benefit of FR26 framed under article 309 of the Indian constitution the
retirees of June30th.

I’m retired from AMC in the rank of Sub (ACP-1) Group Y with 28 years
service on 31 Mar 2016 with BP-15960, GP- 4800 & MSP-2000. My Pension was
fixed as per 6th CPC BP Rs 12285/- as per PCDA (P) circular 501 do 17 Jan
2013 and DP Rs 4097/- for 60% for life. On implementation of 7th CPC it has
now fixed BP Rs 29400/- & DP Rs 10584/-. Is it OK?

I served in Indian Army from 25 Nov 1963 to 30 Nov 1985 ( 22 years ).
I was re-employed at Indian Grassland Fodder Research Institute JHANSI (UP)
0n 06 May 1986 as Junior Clerk. My pay was Fixed but they have NOT included
my Army service from Sepoy/Clerk to Naik Clerk ei 29 Apr 1965 to 28 Apr 1967
and 29 Apr 1967 to 28 Feb 1972 (say 7 Years). They have granted only 14 increments
for the post of Havildar Clerk. During service, I could not see the personnel
file, before retirement,when I retiring at the age of 60 years and preparing
the personnel documents, I saw that they have not included 7 increments for
the rank of Sep to Naik. After retirement I requested
