Reply If you have availed All India LTC for the block year 2018-2021, it cannot be taken upto 2021, If you have taken Home Town LTC BLOCK YEARS 2018-19, you can avail Home-Town LTC 2020-21 in the year 2020 or 2021 only.

Reply There is no suffice rules to convert it. It is under the description of sanctioning authority and purpose for which purpose you earlier applied & sanctioned. Normally CCL was sanctioned after the maternity leave/child’s sickness/children’s examination purpose. E.L.is given for so many purposes..

Reply I think you retired on 28/2/18 of your last basic pay of 7th CPC. at ₹ 78,800/- 50% of basic Pension as ₹ 39,400/- if you are not got any MACP upgradrations of basic pay from 1/1/2016 to 28/2/2018. You have fixed basic pay as on 1/1/2016 as ₹ 74,300/- increment on 1/7/16 as ₹ 76,500/- & increment on 1/7/17 as ₹ 78,800/-. If you want any other details ?

Question I have joined at IIT 3 months ago and I have applied for transportation charges for shifting of my household items but administration said that i am not eligible. because my earlier job was contractual in state govt institute. They have asked 8 years of experience as contractual/regular in govt/private in the notification. On consideration of previous experience only they have selected me. I have applied through proper channel and submitted NOC at the time of exam. I have also submitted relieving letter at the time of joining. Considering all these am I eligible to claim for charges. Reply I think you are not having balance of H.P.L so they says the remaining 16 days to avail E..L. For the 16 days commuted leave you should require balance of 32 days H.P.L. in your credit. You can ask them to give Leave Not Due it can be given and it will be adjusted in coming years, (if your balance of service required for it), since you are given medical certificate for the leave, but it is description of the Head of Department.

Question I would like to know about LTC clarification under NER concession. A person was posted in North Eastern Region (Guwahati). He opted to avail LTC once a year to visit the last place of posting where his family was residing (Delhi) and his family to travel once a year to visit the Government Servant at the station of posting. Presently LTC block year 2018-2021 is running. During the year 2018, family of Govt. Servant visited to N. Eastern region under NER concession (Guwahati) i.e. place of posting of Govt. Servant, but Govt. Servant did not avail LTC for the year 2018. Meanwhile, during the year 2018 he was transferred from Guwahati to New Delhi where his family was residing. The home town of the Govt. Servant is U.P. It is requested to please clarify now for which LTC the Government Servant is entitled.

Question I was placed under suspension on 22.6.2015 and was revoked on 12.8.2016. on 31.8.2016 I was retired on supernuation and was awarded a provisional pension fixed as per notional pay . But my pay fixation has not been awarded to me till todate The encashment of leave was also given as per old pay(before fixation of 7thcpc ) A departmental Inquiry was also set-up against me which has been completed and the IO has submitted his report to the DA. The decision of the inquiry is still pending since 2 years for wants of UPSC consultation.The charges in the inquiry has not been proved . What should I do now ? Keep waiting for the decision and fixation of pay.or do write somewhere. Kindly guide me the rule positions.

As per your basic pay on March, 2017, from the upgradation as MACP from 24/3/2017 advance increment fixed basic pay as Rs.74,300/(benefitted from 24/3/17) – (No increment on 1/7/2018 since increment will be given only annual or you can opt increment from 1/7/18). As per the annual increment rules 180 days should be completed in same level, (without any continues leave) next increment on 1/7/19 at Rs.75,600/- in level 9 is to be given.

Comment I have been granted MACP in new level 9 from the existing level 8 from 24.03.2017. My basic pay in level 8 in March 2017 was 72,100/-. My date of increment is 1st July. Please let me know, whether as per DoE OM dated 31.07.2018, which says “financial upgradation including upgradation under MACP during the period between 2nd day of Jan and 1st day of July (both inclusive) shall be granted on 1st day of January”, My new MACP fixation shall be fixed as on 01.01.2017 at 74300/- and 75600 as on 01.01.2017. should I give any option reg my next date of increment.

Since you have been opted from 1/4/16 additional increment you are not eligible on 1/7/16, DNI of will be 1/7/17 in next higher matrix level only as per Rule 10 of CCS, 2016. Increment is given on annual basis.

In my opinion as asked the question of SUKANAH GUHA, she requires continuous reimbursement in EMPHENALLED HOSPITALS it will not be allowed from the CGHS authorities. Only they will allow emergency cases & prescribed periods of such treatments. If they are having CGHS benefited they may reimburse the medical expenses such major diseases in any of the GOVERNMENT HOSPITALS, Tamil Nadu.

Comment The lacuna in implementing OROP is for the rank of Major, Lt. Cdr and Sqn. Ldr. as no Officer of above mentioned rank has retired after 2013. The OROP in letter and spirit is not applicable to this category of Officers. In number these Officers might be around 1000. Second problem with this category of Officers is that their service of 33 years has been truncated to 22 years on 01 July, 2014 thereby depriving them reduction in their pension by 33%. Hon PM and Defence Minister is requested to solve this anomaly. It can easily be solved by discussing with any Veteran of this Rank.

You might have got MACP on 1/7/13 or 1/8/13 first in that rule there is some confusion that addition increment was given after basic pay on 30/6/13 as Rs.94,100 they have wrongly fixed as Rs.96900 in level 8. As per Min. of Finance O.M.No.4-21/2017-IC/E.III(A) dated 31/7/18 actually that increment is to be given on 1/7/14 only, but since you are retired on 31/8/13 (DNI is cannot be given) & your GP was increased it was fixed in level 9 after Rs.94100 next stage in that level is s.95,800/- so your pension was fixed 50% of basic pay as Rs.47,900/-. You might have been got basic pay plus GP 4800 from your MACP date. If it correct give a reply or give your basic pay as on 30/6/13.

Pay Scale in 5th CPC 5500-175-9000 not upgraded as GP 4600 (it is GP 4200 only). Pay Scale of 6500-10500 upgraded as GP 4600 from 1/1/2006. Yours is 6550+4200 = 10750 x 2.57 = 27627.5 fixed at matrix level 6 as Rs.35,400 stage 1 & Notional Pension 50% as basic pension of Rs.17,700/- from 1/1/2016 plus D.R. as applicable rates from time to time.

Question 1)Min Of Finance OM No:1-6/2016-IC/E-IIIA dt 07-2-2019 reg bunching.
Sir, my revised basic pay as on 1-1-2016 was fixed at Rs1,23,100 at Cell1 of level 13,
My Basic pay +GP as on that date totals Rs 47,490.Therefore as per the OM cited above on page3 my basic after bunching should be fixed at Rs 1,26800.
The said OM in fact specifically quotes the example of pay at Rs 47490, which is my case.I hope I am right. Kindly comment. Thanking you.

Reply This is to inform you that it has so many restrictions are there 1) It may not be granted in more than three spells in a calendar year. 2) It will be given for two children in full service. upto the eighteenth years of child.
3) More over after maternity leave it will be given continues with the medical certificates of the child’s heath from CHGS/Doctors will not give continues certificate if the condition of child is more sevior. 4) The Controlling Officer/Head of the Department may not sanction due to the condition of Office staff position.. 5) After the Maternity leave in CCL period of 180 days increment will be postponed to next year only. In any one of the condition it will not be taken/sanctioned by the individual/Officer or continues leave in first 365 days. So your question does not arise to is purview. In view of this there’s no orders to deduction of 20% of salary after 365 days.

My MACP date is 13.09.2017 and 7th pay commission come into effect w.e.f. 01.01.2016 and notification issued on 25 -27.07.2016. As per FR (22) (i) rule i would like to opt my option w.e.f. 13.09.2017 but my office’s officials are not granting the benefit of MACP means not allowing me for opting my benefit w.w.f. 13.09.2017 resulting in the loss of one increment for me.

Reply As per the 6th CPC onwards there is no pay scales for the post so only given next grade pay. In the 7th CPC that was stopped and fixed in Matrix Level. In promotion/upgradadations of MACP also it will be given advance increment from that day or from July as per their option, no addition increment will be given. & designation change higher from that day of promotion or from July as required. In the 7th CPC the next year July only given in next higher Matrix Level.
For your cases what has office done is correct.

Reply Pension is given as per the last basic pay only in 50% of amount and for that amount he/she will get as Dearness Relief from 1/1/2019 it is 12%. No other rules for inclusion of basic pay with D.A. in service. In the Pay Commission the D.A/D/R merged with basic pay/Pension

I got only differnce of GP 4600. not 3% increment as I got macp of Rs.. 2800/- in 2008 from 2400 To 2800.thereafter i hv not given the increment in July, 2011. I hv given the annual increment in July, 2012 after July, 2010.Thereafter I got promoted regular ASO in continuation of adhoc ASO without any break, that time I hv not given any option to fixation of pay. However, my parent institute is only giving me pension and denying the D.A. There is an order of the dopt stating that the person of group B post is eligible for pension + D.A if he joins another dept on technical resignation even though in the new institute he is getting the D.A. Reply Since CEA is per month of Rs.2250/-p.m. and you are appointed from that month is allowed in the appointed office eligible funds from that office of employees only the claim will be reimbursed. Actually it may be claimed for the academic year you can claim it in the end of academic year with school certificates full year it may be given.

Reply Yes, it is correct. If it from 1/1/2011 to 30/6/11 completing higher pay it will be given on 1/7/11. From 28/2/2011 to 30/6/11 is not completing 6 months period in promotion pay, so it will be on 1/7/2012 in GP 4600 increment, Since you got Rs.4600-4200=400 plus D.A.at that time as extra from 28/2/11 to 30/6/12 that is treated as advance increment.

Question I have given 2nd MACP on 2009 with 3% increment plus Grade Pay of Rs. 2800. Further,I have promoted adhoc ASO on 28-02-2011. I have given only difference of Grade Pay Rs. 4600. After that annual increment on 01-07-2011 has not been given to me, annual increment has been given to me on 01-07-2012 after 01-07-2010. After that I promoted regular ASO without break. Latest as per DOPT order they have refix my pay Rs. 12540/- +4600 on my adhoc promotionon 28-02-2011.. Still they have not given annual increment on 01-07-2011.
Kindly clarify please is it right fixation or not as per rule .o

Reply It has no specific rules. Your qualifying service should be verified from the beginning of service, if you are taken E.O.L. without M.C. it will not count for service and it will be verified by your Pay & Accounts Office. On the basis your Pension, Commutation & Gratuity will be decided.

Reply After 3rd MACP, no monitory benefits in 7th CPC, only your resignation changes higher no pay fixation. Upto retirement no pay fixation. You will get increments and D.A. upto retirement.

Question I joined Steno Grapher Grade II in 1988 in Central Govt. Office. I was promoted to Stenographer Grade I with GP of Rs. 4200 (old 5500) and got 3rd MACP in October 2018. After 3rd MACP I was drawing basis pay of Rs. 77,900 (pay level -9, 5400) after getting MACP since October 2018.
Now I have promoted to Private Secretary in pay level-8, 4800 w.e.f. 01.01.2019.
Please let me know the method of fixation of my pay w.e.f. 01.01.2019 and also let me know after promotion where my pay will be fixed as per 7th CPC. Whether I am eligible for one or two increment.

Reply As per the Court decision if your son can stay with you & also as per the employee you can avail CCL with the reason of your son’s education purpose or his sickness with medical certificate you can avail it, in three spells in a year, if your Head of the Officers sanctions your CCL. (It cannot be asked as a matter of rights).

Reply You lodge a complaint in the site http://www.cpao.gov.in with register & log on. since it is a contrary with bank and individual’s of pensioners/family pensioners the differences of arrears should be prepared by pension paying bank from 1/1/2006 to 31/12/2015, but after the period of basic pay fixation as on 31.12.2015 & it should be fixed in Matrix Level 7 & fix the Notional Pension from 7th CPC as on 1/1/2016 up till the settlement, it will be done by the individual’s office & checked by their Pay & Accounts Officers then it should be sent to Bank for payment of arrears with revised PPO for them. Also copy to our JCM members for early settlement and prepare a Concordance Table because some of pensioner’s made died in the middle.

Question Respect Sir, my basic pay & grade pay as on 31/12/15 is 9820 & 2400. I got promoted on 05 June 2016 through LDCE as SI/GD in Level 6. I opted to fix my pay on DNI I. e. 01 July 2016. My department has refused to fix my pay on 01/07/2016 with reference that ” as per ccs(rp) rule 2016 clarification 1 of Rule 5, I am not eligible for the second option. And my pay fixed as per 1st option. And DNI declared on 1 Jan 17.
We requested to fix my pay on 1st July 2016 with Grant of two increment (one promotional and 2nd annual) and change my grade pay from 2400 to 4200.
After all my basic may be – 9820+370+380+4200=14770 X 2.57 =37958.9 OR 37959.
As per pay matrix -38700/-. DNI -1st July 2017= 39900/-.
Kly clear that 1. second option is applicable to me or not.
2. My new basic pay is 38700 is correct?.
If not then fix my pay as per above information. With rule.

Comment DOPT orders to grant GP 4600 to Pre 2006 pensioners holding scale of 6500/10500 vide orders dated 4//01/2019: I was drawing 9300 as Basic in scale 6500/10500 as Chief Draftsman DOT New Delhi with GP 4200. Apropos above orders DOPT CCA New Delhi region says those orders apply to only those who were getting less than the minimum of the running scale of 6th cpc. Its gross discrimination as how one person fulfilling conditions but drawing more than the minimum of scale can be debarred. In fact circular dated 4th Jany 2019 is defective to this extent as it should apply to all staff even those drawing more than the minimum of 6th running scale. Am already 77 yrs I request

Question: Sir I have taken Voluntary retirement by completing 3 months notice period after 29 years of service. When will i get Commuted value of pension & what is rule for that. It is learnt from my office that it is applicable after further 3 months after date of voluntary retirement.

Reply: It has no specific rules. Your qualifying service should be verified from the beginning of service, if you are taken E.O.L. without M.C. it will not count for service and it will be verified by your Pay & Accounts Office. On the basis your Pension, Commutation & Gratuity will be decided.

Reply It is better to sanctioning the leave as “EXTRAORDINARY LEAVE” without M.C. (without pay). It will not court for service. “Leave cannot be asked as a matter of rights”.

Question It is observed that,there is no justice in India,because the 6th pay anomaly of Central Government Employee is not removed the the Government,wherein hundred of Court verdict is still pending regarding Grade Pay,ACP and MACP,How Government of India has impose 7 th Pay commission.It is completely illegal works .I wrote a letter to the Pay Commission regarding anomaly of sixth CPC.but no response.There is no bar of D.A as per Cadre from Class Four to Class- I, Level post, every body is getting equal D.A no Ratio for D.A., Why equal Basic pay was not give according rate of D.A.?

Reply After maternity leave if the child is sick CCL will be given. More than continues 180days increment will be postponed to next year July only. It will be given in 3 spells in a year for 2 children upto the age of 18years.

Reply After 3rd MACP, no monitory benefits in 7th CPC, only your resignation changes higher no pay fixation. Upto retirement no pay fixation. You will get increments and D.A. upto retirement.
This is to inform you that GP 4200 next GP 4600. You mentioned GP 5400 after 4800 it is not correct.

Question I joined Steno Grapher Grade II in 1988 in Central Govt. Office. I was promoted to Stenographer Grade I with GP of Rs. 4200 (old 5500) and got 3rd MACP in October 2018. After 3rd MACP I was drawing basis pay of Rs. 77,900 (pay level -9, 5400) after getting MACP since October 2018.
Now I have promoted to Private Secretary in pay level-8, 4800 w.e.f. 01.01.2019.
Please let me know the method of fixation of my pay w.e.f. 01.01.2019 and also let me know after promotion where my pay will be fixed as per 7th CPC. Whether I am eligible for one or two increment.

Reply As per the Court decision if your son can stay with you & also as per the employee you can avail CCL with the reason of your son’s education purpose or his sickness with medical certificate you can avail it, in three spells in a year, if your Head of the Officers sanctions your CCL. (It cannot be asked as a matter of rights).

Reply If you are completed one year of service you can avail all India LTC 2018-21 block year if your home town is middle you can avail it but your claim will be regulated to your place of duty to (place visited) long distance only, break journey is allowed.
