Subject: Restoration of JCM Scheme in Circles Regional Councils – reg.

In partial modification of the instructions issued vide para-3 of this Department’s letter of even number dated 25.03.2019 and in view of the recognition of Service Associations under CCS (RSA) Rules, 1993 vide this office letter no. 13-01/2015-SR (Vol.II) dated 19.07.2019. the Regional Council under JCM scheme may be constituted in all postal Circles with immediate effect as per extant rules.

Subject:- Stay at Hostel during training at RAKNPA/PTCs/RTC

I am directed to convey order of Competent Authority that it shall be mandatory for each trainee to stay in hostel accommodation at each Training establishment of the Department.

However, exemption may be granted in following deserving cases by Head of the Training establishment on his personal satisfaction and condition that the trainee will have to attend PT and other related activities on time: –

i. Women trainee (residing generally in local limits only) having feeding baby/ailing child/children-dependents suffering from serious illness,

ii. Trainee’s personal health problems (residing generally in local limits only),

iii. Ailing parents/spouse of trainee (residing/admitted in a Medical facility located in local limits only),

iv. Any other condition, deemed fit by Head of the Training establishment.

2. This has the approval of the competent authority.

ORDER

Subject: Re-organisation of BD&M Directorate, Parcel Directorate and Mail Business Division of Postal Directorate.

This is in supersession of this Directorate order of even number dated 11.12.2018 and to convey the approval of the Competent Authority for the following: –

i) The post of General Manager (Sales & Marketing), Parcel Directorate is hereby redeployed as DDG (Marketing), Postal Directorate. The DDG (Marketing), Postal Directorate will head the newly created Marketing Division, Postal Directorate and will report to Member (Operations), Postal Services Board (PSB).

The duties and responsibilities of DDG (Marketing), Postal Directorate will be as detailed in Annexure-I. (Orders for creation of Marketing Division, Postal Directorate will be issued separately.)

ii) The post of General Manager (Mail Business), BD&M Directorate is hereby redeployed as DDG (Mail Operations), Postal Directorate. DDG (Mail Operations), Postal Directorate will head the Mail Operation Division, and will look after Mail Operations, Speed Post, Mail Network Optimization Project (MNOP) excluding parcels, and Motor Vehicle Section.

DDG (Mail Operations) will report to Member (Operations), Postal Services Board (PSB). The duties and responsibilities of DDG (Mail Operations), Postal Directorate will be as detailed in Annexure-Il

iii) The post of Director (Mail Management) is hereby re-designated as Director (Mail Operations), Postal Directorate. Director (Mail Operations) will report to DDG (Mail Operations).

2. BD&M Directorate
General Manager (Admn & Business Development), BD&M Directorate will look after all work related to Business Development including all new business initiatives such as POPSK, Aadhar, PRS, Retail Post Division, Business Post etc.

GM (Admn & BD) will report to CGM, BD&M Directorate. BD&M Directorate will now be referred as Business Development Directorate (orders in this regard will be issued separately). The detailed duties and responsibilities of GM (Admn & BD), Business Development Directorate will be as detailed in Annexure-III

3. Parcel Directorate
General Manager (Operations), Parcel Directorate will look after the all matters relating to Parcel Products, E-Commerce, Parcel Network Optimization Project (PNOP). GM (Operations) will report to CGM, Parcel Directorate. The detailed duties and responsibilities of GM (Operations), Parcel Directorate will be as detailed in Annexure-IV,

4.GM (Finance), BD Directorate will be the financial adviser to both CGM, BD Directorate and CGM, Parcel Directorate with regard to their respective work.

5. This order will take effect from the date of issue.

OFFICE MEMORANDUM

Subject: Calling for willingness to work in Directorate on deputation/attachment basis.

This is regarding of officials from Postal Circles upto the level of Assistant Superintendent of Posts in the Department on deputation and attachment basis. Guidelines in this regard have been issued vide letter no.7-12/2017-SPB-II dated 04 April, 2018.

2.Willingness from eligible officials in the cadre of Assistant Superintendent of Posts and Inspector Posts is hereby called for to prepare a panel of officials to be posted in Directorate on deputation/attachment basis as and when need arises. This panel of officials shall be valid upto 31.03.2020.

3.All the willing officials are advised to go through Deputation/attachment guidelines and ensure their eligibility before submitting willingness.

Further terms and conditions of deputation or attachment are also available in the said guidelines, which is available on India Post website under ‘Right to Information Deputation/attachment guidelines’

4.Willing officials shall submit their willingness addressed to DDG(personnel), Dak Bhawan, Sansad Marg New Delhi along with filled-in proforma enclosed herewith. willingness should be sent only through eMail (scanned copy) latest by 10.05.2019 and hard. copy of application need not be sent to Directorate.

Consideration of willingness received after 10.05.2019 will be at sole discretion of Directorate. Applying for deputation / attachment shall not entail any right for posting in Directorate. willingness should be sent through email at [email protected]

Subject: Nature of disciplinary action and quantum of punishment to be commensurate with the gravity of the offence committed- reg.

Madam / Sir,
It has been observed by the Competent Authority that in some of the Rule 9 cases submitted to this office for Presidential Order the charge sheets under Rule-l4 of CCS (CCA Rules, 1965 are issued to the officials in cases having low gravity of offence committed by the delinquent officials immediate$ before their retirement. These proceedings are deemed to be continued under Rule-9 of CCS (Pension) Rules, t972 after their retirement.

On examining such cases, the misconduct or negligence cannot be established grave enough which warrants imposition of penalty by way of withholding pension / gratuity or both in terms of Rule-9 of CCS (Pension) Rules, 1972.

As such the proposal is dropped by the Competent Authority. This results in payment of interest on delayed payment of Gratuity to the official.

Instruction on the subject matter have already been circulated vide letter No 6/19/72Disc.1 dated 29.11.1972 (DG P&T order 2 below Rule’14 of CCS (CCA) Rules, 1965).

It is, therefore, reiterated that in future while issuing charge sheet to the delinquent officials, the Disciplinary Authority should determine the with care and deliberation gravity of office and nature of action to be taken in each case on its merits.
