Sir/Madam
The undersigned is directed to say that the competent authority has reviewed the work of Circle Paring Unit (CPU) and Central Paring Office (CPO) after implementation of CBS in consultation with the Circles. Now the competent authority has decided that:-

(1) Staff working in Circle Pairing Unit (CPU) and Central Pairing Office (CPO) to be shifted to those Head Post Offices where there is acute shortage of staff.

(2) Any work lying pending in CPU/CPO to be attached with AO(ICO) SB in the

(3) If any work relating to CPU/CPO arises in future, the same may be handled by AO(ICO) SB in the Circle.

The Circle are requested to take action according

Subject: Representation from regarding. Sir/madam, Government servant on service matter regarding.

Sir/madam,
I am directed to refer to this Department’s letter of even number dated 13.10.2016, 27.03.2017 and 24.07.2077 on the above mentioned subject, wherein instructions have been issued. on direct submission of representations by Government servants for their service matters.

In spite of these instructions, it has been observed that Government servants are still continuing to represent directly to the Hon’ble President of India, prime Minister office, Union Ministers, Cabinet Secretariat and other higher authorities of Department of posts.

2. Such action on the part of the Government servants has been viewed. seriously in the Directorate. It is, therefore, reiterated that such submission of representations including through email or public grievance portal directly to other authorities by passing the prescribed channel of communication would be treated as unbecoming conduct attracting the provisions of RuIe 3 (1) (iii) of the central civil services (conduct) Rule 1964 and invite action under the provision of Rule 20 of central civil service (conduct) Rules 1964 prohibiting Government servant from bringing outside influence in his service matter.

3. It is also clarified that representation by relatives of Government servant is also treated as outside influence as clarified. vide MHA OM No. F. 25121/63-Estt.(A) dated 19.09.1963.

Further, the competent authority for redressal of grievance of all non-gazetted. employees are in the respective circle only’ As such, the service matter of the ail such employees must be settled in the concerned Circles only.

4. In view, of the above, you are requested to bring these instructions to the notice of all officers and staff and sensitize them to submit their representations to their immediate officers or to the officer designated to dispose of grievances.

Sub: Finalization of Annual Sports Calendar for the year 2019-20-reg

Sir/Madam,

In continuance of letter of even no. dated 04.04.2018 on above subject and responses received from the Circles, appropriate amendments have been made to the annual sports calendar for the year 2019-20. Accordingly, the dates mentioned on the calendar have been approved by competent authority and are being provided for information and necessary action at your end.

2. Circles which have not yet finalized the dates are requested to finalize the date and communicate the same to this office by 15.05.2019.
